The 39-year-old was shot by loyalist paramilitaries at his home in 1989 in front of his wife and children.
Hilary Benn is scheduled to deliver an oral statement to the Commons later.
Previous examinations of the case has found evidence of state collusion in the killing.
A Court of Appeal ruling had set a deadline of 27 September for the UK government to announce whether or not a public inquiry would be held.
More to follow.
