she said. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We were struggling to pay the rent anyway because our bills were \u00a3400 a month, so this extra \u00a3300 was just not doable.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Unable to afford the hike, Gilly and her flatmate moved out in the hope of finding cheaper flats separately.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;I had no idea what the market was like,&#8221; almost double the national average.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Gilly eventually found a one-bedroom flat for \u00a3650 a month \u2013 still an increase of \u00a3100 on what she was paying before.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She said it was not somewhere she would have chosen to live \u201cif given the choice\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She said she never imagined being in such an uncertain living situation at this stage in her life.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cWhen you\u2019re younger and you think about your thirties, you assume you\u2019ll have your life put together,&#8221; Gilly said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cI work full-time, I feel like I should be able to live by myself and live quite comfortably. the 27-year-old charity worker told BBC News. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We aren\u2019t on huge wages, we both work for charities, so we\u2019d have to completely change our lifestyles.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We\u2019d have to make a decision to move much further out of the city which would be difficult with work, and we\u2019d have to rely more on public transport so that\u2019s another financial increase.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Christina said that in order to afford the increase, she would have to \u201cdramatically\u201d reduce how often she visits her family and socialises outside of work.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;I don\u2019t live a luxury lifestyle, I don\u2019t travel a lot, I don\u2019t splurge \u2013 it would be a case of cutting back my life to a point where it\u2019s quite bare,&#8221; she said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Christina said they were hoping they could negotiate a 12% increase, although it would still have a \u201cmassive impact\u201d on their daily lives and finances.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;The thing that\u2019s upset me the most is this has really emphasised the power imbalance in the renting market,&#8221; she said. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;I can\u2019t afford to save because I\u2019m paying someone else\u2019s mortgage.&#8221;<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">Adjudication process<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Living Rent are urging people to challenge any increases but they said many tenants had found the adjudication system \u201ccomplicated and confusing\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cSome of them have even received eviction notices after raising their rent increase with the adjudication process,\u201d said campaigns chair Ruth Gilbert.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cAnd some tenants are choosing to leave their flats rather than go through the stress of the rent adjudication service, and for those that do, a 12% increase is having a huge impact on their ability to live.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Ms Gilbert said Scotland \u201cdesperately\u201d needs a permanent system of rent controls.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Landlords say rising mortgage rates and increasing bills for repairs have often resulted in rents not recovering their costs.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;The only effect of these short-term, poorly thought-through measures has been to vilify landlords, reduce investment, reduce supply and increase costs for tenants and landlords, causing significant harm,\u201d said John Blackwood, chief executive of the Scottish Association of Landlords.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;The sector has long seen the consequences of a lack of appropriate social housing in Scotland that forces people into rented accommodation which might not be suitable for their needs.\u201d<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">Housing emergency<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Scottish ministers have come under heavy scrutiny from both housing providers and campaigners for cutting the affordable housing budget by \u00a3163m overall, or 22%, in real terms for 2023-24.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Mr Blackwood said the Scottish government must \u201cwork with all partners\u201d to put together a plan that \u201cencourages investment across all parts of Scotland\u2019s housing sector\u201d and increases construction of social and owner-occupied homes.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In its Housing Bill published earlier this year, the Scottish government set out its intention to introduce a form of long-term rent controls \u2013 but the bill is still to be scrutinised at Holyrood and it will not come into effect until at least 2026.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">After sustained pressure from campaigners and opposition parties, the Scottish government also declared a national housing emergency in May amid record open homeless cases and spiralling private rent costs.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">However, this declaration places no obligation on Scottish ministers to take any specific actions to address the emergency.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Several local authorities, including Glasgow and Edinburgh, had already declared housing emergencies of their own.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Housing Minister Paul McLennan said a fairer, well-managed private rented sector was in the interest of both tenants and responsible landlords. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He said: &#8220;Our Housing Bill includes a package of important reforms to the rented sector that aim to improve affordability and strengthen tenants\u2019 rights, including the introduction of long term rent control.&#8221;<!-- --><\/p>\n<\/div>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.com\/news\/articles\/c5119xly6zlo\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Just now By\u00a0Georgina Hayes,\u00a0BBC Scotland News BBC Gilly said she never imagined being in such an uncertain living situation at this stage in her life People living in rented properties say they are being hit with dramatic increases now that Scotland\u2019s rent cap has come to an end.
