and will &#8220;slide into decline&#8221; without action to sort out their finances.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Universities UK president Prof Dame Sally Mapstone called on the government to rethink how they are funded, as universities prepare to make more cuts this year.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Vice-chancellors are gathering in Reading this week, ahead of a new academic year, which, for those trying to balance their books, looks set to be gloomy.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The skills minister has said the government is &#8220;considering all options&#8221; but any solution should not place all responsibility on the state.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Students have been warned <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cpd9mgk028lo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">they may see cuts to staffing and courses<!-- --><\/a>, as universities grapple with UK tuition fees worth less than they used to be and fewer international students to make up the financial shortfall.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The Office for Students, which regulates England&#8217;s universities and has been told to make their financial stability its priority, has said 40% of them are predicting deficits.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In a speech to the vice-chancellors, Dame Sally called on the government to work with universities to address their financial problems &#8211; citing London Economics research, commissioned by Universities UK, suggesting universities contribute a net \u00a3265bn to the economy.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She said  proposals due to be published by Universities UK, which represents 141 institutions, in the coming weeks &#8220;will make the case that it is a solid investment not a drain on public finances&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;However, it will also acknowledge that universities cannot, and should not, lay the entirety of the university sector\u2019s funding pressures at [the] government\u2019s door.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Skills Minister Baroness Jacqui Smith told the conference on Wednesday: \u201cWe are carefully considering all options to deliver a more robust higher-education sector.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cWe\u2019re working on it now &#8211; but this isn\u2019t something that\u2019s going to happen overnight.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">A key consideration was how to put universities in a \u201csustainable financial position\u201d in a way that \u201cdoesn\u2019t [place] on to the state the whole responsibility for funding of our higher-education system\u201d, Lady Smith said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cYou cannot have independence and then also expect there to be a wholly state-funded system,\u201d she added.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Education Secretary Bridget Phillipson has previously said universities were expected to \u201cmanage their budgets\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">University and College Union general secretary Jo Grady, who has called for bailouts for struggling institutions, said \u201cincreased public funding will be necessary\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But she added: \u201cUniversity leaders cannot be handed blank cheques: they must use public money to invest in their own workforce.\u201d<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Tuition fees in England have remained more or less the same since 2012 &#8211; but they are worth less because of inflation.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Universities have been recruiting more international students &#8211; who pay higher fees &#8211; over a number of years, to make up for a loss in funding. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But far fewer study visas have been issued to international students this year, following changes to visa rules and a currency crisis in Nigeria.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">And universities have been recruiting more domestic students in an effort to shore up their funding.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">Increased class sizes<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Prof David Maguire, vice-chancellor of the University of East Anglia, told BBC Radio 4&#8217;s Today programme: &#8220;All university vice-chancellors that I talk to are looking very carefully at their income expenditure lines and are looking for efficiencies.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">That included increasing class sizes and conducting less research, he said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Prof Maguire added that he wanted Ms Phillipson to increase the tuition fee cap in England in line with inflation &#8220;as a minimum&#8221;, and &#8220;evaluate really carefully&#8221;
