{"id":43897,"date":"2024-10-04T13:21:25","date_gmt":"2024-10-04T13:21:25","guid":{"rendered":"https:\/\/kede.com.br\/news\/ex-police-federation-chair-committed-gross-misconduct\/"},"modified":"2024-10-04T13:21:26","modified_gmt":"2024-10-04T13:21:26","slug":"ex-police-federation-chair-committed-gross-misconduct","status":"publish","type":"post","link":"https:\/\/kede.com.br\/news\/ex-police-federation-chair-committed-gross-misconduct\/","title":{"rendered":"Ex-Police Federation chair committed gross misconduct"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">A former police leader committed gross misconduct by making a sexual comment about a police widow, a tribunal has heard.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">John Apter, 55, who was chairman of the Police Federation of England and Wales, faced a Hampshire Constabulary disciplinary tribunal over the incident with Lissie Harper, who was married to PC Andrew Harper.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">PC Harper, from Wallingford in Oxfordshire, <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-46544144\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">was killed while responding to a bike theft in Berkshire in 2019<!-- --><\/a>. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But Mr Apter was cleared of making a comment about a colleague and of touching a woman&#8217;s bottom.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Hampshire Constabulary disciplinary tribunal&#8217;s legally qualified chair Giles Pengelly said of John Apter&#8217;s conduct: &#8220;We find the comment made about Lissie Harper proved and is proved to the level of gross misconduct.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Three teenagers were jailed for PC Harper&#8217;s manslaughter in 2020. The Thames Valley Police officer died just four weeks after getting married.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The allegations against Mr Apter first emerged at the end of 2021, after which he was suspended from Hampshire Constabulary and his chairman role.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Previously, a criminal inquiry into the claims was dropped by the Crown Prosecution Service.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Mr Apter, who had a 30-year police career, chaired Hampshire Police Federation from 2010 and the national federation from 2018.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">That represents more than 130,000 officers from the rank of constable to chief inspector.<!-- --><\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.com\/news\/articles\/c79nxng3n7lo\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A former police leader committed gross misconduct by making a sexual comment about a police widow, a tribunal has heard.
