{"id":47050,"date":"2025-01-17T11:37:56","date_gmt":"2025-01-17T11:37:56","guid":{"rendered":"https:\/\/kede.com.br\/news\/it-could-be-harder-for-people-to-get-first-jobs\/"},"modified":"2025-01-17T11:37:58","modified_gmt":"2025-01-17T11:37:58","slug":"it-could-be-harder-for-people-to-get-first-jobs","status":"publish","type":"post","link":"https:\/\/kede.com.br\/news\/it-could-be-harder-for-people-to-get-first-jobs\/","title":{"rendered":"It could be harder for people to get first jobs"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">Lord Wolfson: &#8220;My worry is it&#8217;s going to be harder and harder for people to enter the workforce&#8221;<!-- --><\/figcaption><\/p>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Tax changes announced in the Budget could make it &#8220;harder for people to enter the workforce&#8221;, according to the boss of retail giant Next.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Lord Wolfson told the BBC that a rise in National Insurance paid by business would hit the retail sector in particular and meant &#8220;the axe [had] fallen particularly hard&#8221;  on entry-level jobs.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He called on the government to stagger the tax changes over time, rather than introduce them in April, otherwise jobs or hours would have to be cut.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But a Treasury spokesperson said the Budgetary measures were to &#8220;wipe the slate clean&#8221; and deliver stability to businesses.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In October&#8217;s Budget, the government increased the rate of National Insurance (NI) paid by employers from April, and also reduced the threshold that employers start paying it at from \u00a39,100 to \u00a35,000.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Businesses are also facing a rise in the National Living Wage in April at double the rate of inflation.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Lord Wolfson, who is a Conservative peer, said these changes would hit those employers with large numbers of lower-paid or part-time workers hardest.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Next&#8217;s wage bill is set to rise by \u00a370m, and Lord Wolfson said this would lead to a cut in the number of employee hours worked \u2013 either through fewer workers or fewer hours per employee.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He called on the government to lower the NI threshold over time, rather than the few months&#8217; notice employers got in October&#8217;s Budget.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He said that while the increase in tax on a \u00a360,000-a-year job was around 2%, the increase for a part-time living wage worker was around 6.5%.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;So the axe has fallen particularly hard on those entry-level, National Living Wage jobs, and that&#8217;s where the pain is going to be felt the most.&#8221;<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Lord Wolfson said it was not just a worry for retailers, but a concern for the economy as a whole. Next received 13 applications for every Christmas job vacancy this year \u2013 up 50% on last year.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;My worry is that it&#8217;s going to be harder and harder for people to enter the workforce,&#8221; he said.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;It&#8217;s very difficult to see how such a big increase in the cost of entry-level work is going to result in anything other than a reduction in the number of opportunities available.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But a spokesperson for the Treasury said more than half of employers would either see a cut or &#8220;no change&#8221; in their National Insurance bills.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">They added they were &#8220;creating the conditions&#8221; for economic growth through measures including capping the rate of corporation tax and establishing a National Wealth Fund.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The NI and minimum wage measures have triggered criticism from UK companies, who argue the changes run counter to the government&#8217;s aim to boost economic growth.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Earlier this month, the <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c0j10420e2jo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">British Chambers of Commerce said confidence had &#8220;slumped&#8221;<!-- --><\/a>, with more than half of companies planning to raise prices in the next three months in the face of a &#8220;pressure cooker of rising costs and taxes&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">On Friday, official figures revealed retail sales volumes in the UK fell 0.3% in December, despite analyst expectations of a 0.4% increase, with the drop driven by a &#8220;very poor month&#8221; for food sales, according to Hannah Finselbach, senior statistician at the Office for National Statistics.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She said food sales sank last month to the lowest level since 2013, but that it was a &#8220;better month for clothing shops and household goods stores, where retailers reported strong Christmas trading&#8221;.<!-- --><\/p>\n<\/div>\n<figure>\n<div data-component=\"image-block\" class=\"sc-18fde0d6-0 gfTVSf\">\n<div data-testid=\"image\" class=\"sc-a34861b-1 jxzoZC\"><img sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/9a3b\/live\/b391b740-d49d-11ef-a70a-7188cb9abb89.jpg.webp\" alt=\"Next plc Side of a Next shop building featuring posters and the retailer's logo\" class=\"sc-a34861b-0 efFcac\"\/><span class=\"sc-a34861b-2 fxQYxK\">Next plc<\/span><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Last year, Next was one of the signatories on <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cp816jrnynyo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">a letter from UK retailers to Chancellor Rachel Reeves<!-- --><\/a> calling for a rethink to the Budget measures.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The letter said High Street job losses were &#8220;inevitable&#8221; and also warned that prices would rise and shops would close.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\"><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cvgmm3ye713o\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">But in an interview with BBC,<!-- --><\/a> the chancellor defended what she called &#8220;difficult decisions&#8221;, arguing they were &#8220;the right decisions in the national interest&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Next made over a billion pounds in profit last year, while other big retailers with large workforces &#8211; like Tesco and Sainsbury&#8217;s &#8211; also made bumper profits. Lord Wolfson accepts that they are the &#8220;broad shoulders&#8221; that the chancellor insisted must bear the brunt of tax rises needed to rebuild public services.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;Government did need to raise taxes. I&#8217;ve got nothing against lowering the threshold for NI in principle but the speed at which it is going to happen, the lack of consultation, that is the problem.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Lord Wolfson also has concerns about a new workers&#8217; rights bill.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This promises to give greater protection from unfair dismissal and &#8220;exploitative&#8221; zero-hours contracts, with employees able to request a guaranteed hours contract based on hours worked over a period. But that could pose a problem for retailers.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We offer staff extra hours in the run-up to Christmas. If the legislation is going to mean that those hours have to be contractually binding forever then we just won&#8217;t be able to do it at all, it would be impossible.&#8221;<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He has some advice for the chancellor in her attempts to boost growth and business confidence: start in your own backyard.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;Over the last five years the government has employed 100,000 more civil servants.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We can&#8217;t go on spending over 40% of GDP on the public sector.
