which she had not mentioned &#8211; would help her meet the rules.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The Conservatives have accused Reeves of giving an overly pessimistic impression of the public finances as a &#8220;smokescreen&#8221; to raise taxes.<\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 dPVOKT\">\n<p class=\"sc-9a00e533-0 eZyhnA\">Tory leader Kemi Badenoch said the letter showed Reeves had &#8220;lied to the public&#8221; and should be sacked.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In a <a target=\"_blank\" href=\"https:\/\/committees.parliament.uk\/publications\/50477\/documents\/273416\/default\/\" class=\"sc-f9178328-0 iCaRzc\" rel=\"noopener\">letter to the Commons Treasury select committee<\/a>, OBR chairman Richard Hughes revealed that he told the chancellor on 17 September that the public finances were in better shape than widely thought.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The letter also reveals that on the 31 October, the OBR told the Treasury it was on course to meet its main rule of not borrowing for day-to-day spending, albeit by \u00a34.2bn, less than the \u00a39.9bn in &#8220;headroom&#8221; she had left herself last year.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">On 4 November, Reeves used a rare pre-Budget speech in Downing Street to warn the UK&#8217;s productivity was weaker &#8220;than previously thought&#8221; and that &#8220;has consequences for the public finances too, in lower tax receipts.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Then, on 10 November, she told BBC Radio 5 Live: &#8220;It would, of course be possible to stick with the manifesto commitments, but that would require things like deep cuts in capital spending.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">These comments, along with her speech, fuelled speculation she needed to raise significant sums to meet her fiscal rules.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">However, the Office for Budget Responsibility has now confirmed that although it did indeed downgrade productivity, it also predicted this would be &#8220;offset&#8221; by higher wages increasing the government&#8217;s tax revenues.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">That meant she had a surplus to meet both of her fiscal rules.<\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 dPVOKT\">\n<p class=\"sc-9a00e533-0 eZyhnA\">A spokesperson for the Treasury said:<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;We are not going to get into the OBR&#8217;s processes or speculate on how that relates to the internal decision\u2011making in the build\u2011up to a Budget, but the Chancellor made her choices to cut the cost of living, cut hospital waiting lists and double headroom to cut the cost of our debt.&#8221;<\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 dPVOKT\">\n<p class=\"sc-9a00e533-0 eZyhnA\">But Reeves continued to indicate that she was likely to increase income tax rates.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In her Downing Street press conference, she said: &#8220;It is already clear that the productivity performance\u2026is weaker than previously thought.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">She added: &#8220;What I want people to understand ahead of that Budget, is the circumstances we face.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In the end, Reeves backed away from hiking income tax rates, although her Budget still contained <a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj4w44w42j5o\" class=\"sc-f9178328-0 iCaRzc\" rel=\"noopener\">\u00a326bn of tax rises<\/a>, including by freezing income tax thresholds for a further three years, dragging more people into higher tax bands over time.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Conservative shadow chancellor Sir Mel Stride said that while Reeves had repeatedly talked about the productivity downgrade, she had &#8220;failed to mention&#8221; the offsetting effect of higher wages on the forecast.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">He added: &#8220;It was all a smokescreen.
