{"id":7685,"date":"2023-04-03T18:49:21","date_gmt":"2023-04-03T18:49:21","guid":{"rendered":"https:\/\/kede.com.br\/sport\/how-amateur-football-in-germany-is-approaching-transgender-inclusion\/"},"modified":"2023-04-03T18:49:22","modified_gmt":"2023-04-03T18:49:22","slug":"how-amateur-football-in-germany-is-approaching-transgender-inclusion","status":"publish","type":"post","link":"https:\/\/kede.com.br\/sport\/how-amateur-football-in-germany-is-approaching-transgender-inclusion\/","title":{"rendered":"How amateur football in Germany is approaching transgender inclusion"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div data-reactid=\".17a5m5i8dge.0.0.0.1\">\n<figure class=\"gs-u-mt0 gs-u-mb-alt+ story-body__media story-body__media--figure qa-story-body-media story-body__media--lead\" data-reactid=\".17a5m5i8dge.0.0.0.1.$video-1\"><span class=\"gs-u-display-block story-body__media\" data-reactid=\".17a5m5i8dge.0.0.0.1.$video-1.0\"><span class=\"gs-u-display-block gs-o-responsive-image\" style=\"padding-bottom:56.25%;\" data-reactid=\".17a5m5i8dge.0.0.0.1.$video-1.0.0\"><noscript data-reactid=\".17a5m5i8dge.0.0.0.1.$video-1.0.0.1\"\/><\/span><\/span><figcaption class=\"gel-brevier gs-u-ph+ gs-u-pv-alt story-body__media__caption story-body__media__caption--video\" data-reactid=\".17a5m5i8dge.0.0.0.1.$video-1.1\">How Germany is exploring transgender &amp; football<\/figcaption><\/figure>\n<p role=\"introduction\" class=\"qa-introduction gel-pica-bold\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-2.0\">As sports such as swimming and athletics bring in rules restricting, or even banning, participation for transgender women at the elite level of female sport, world football&#8217;s governing body Fifa is now considering its options.<\/span><\/p>\n<div data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3\">\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3.0\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3.0.0\">The German football association (DFB) has made a first step by <\/span><a href=\"https:\/\/www.bbc.co.uk\/sport\/football\/61908388\" class=\"story-body__internal-link\" title=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3.0.$link-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3.0.$link-2.0\">introducing a policy this season<\/span><\/a><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-3.0.3\"> across the amateur and youth game that allows transgender and non-binary players to choose if they play in men&#8217;s or women&#8217;s teams &#8211; a move it says puts inclusion at the heart of the sport without jeopardising player safety or fairness.<\/span><\/p>\n<\/div>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-4\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-4.0\">DFB diversity ambassador Thomas Hitzlsperger said the organisation was &#8220;leading the way&#8221; on inclusion and that other footballing nations, including England, Scotland and Wales, have been in contact to find out more.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-5\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-5.0\">But attitudes towards transgender inclusion outside Germany are very different and there are big concerns about fairness and the safety of other athletes.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-6\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-6.0\">BBC Sport travelled to Berlin to see the policy in action.<\/span><\/p>\n<p><span class=\"gs-u-display-block story-body__media gs-u-mb-alt+ qa-story-body-media\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-8\"><span class=\"gs-u-display-block gs-o-responsive-image\" style=\"padding-bottom:0.3125%;\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-8.0\"><\/span><\/span><\/p>\n<h3 class=\"story-body__crosshead\" data-reactid=\".17a5m5i8dge.0.0.0.1.$crosshead-9\">What is the current situation?<\/h3>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-10\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-10.0\">The policy was first trialled by the Berlin Football Association in 2019 before being rolled out nationwide for the 2022-23 season at amateur level. It does not extend to professional football.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-11\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-11.0\">The rules are in contrast to some other sports, with athletics becoming the latest sport to ban transgender women from competing in female international events. World Athletics president <\/span><a href=\"https:\/\/www.bbc.co.uk\/sport\/athletics\/65051900\" class=\"story-body__internal-link\" title=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-11.$link-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-11.$link-2.0\">Lord Coe said<\/span><\/a><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-11.3\"> the decision was made &#8220;to protect the female category&#8221;. <\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-12\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-12.0\">Under the new regulations in Germany, transgender women are not required to lower their testosterone levels to play in women&#8217;s teams.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.0\">In English football, a player&#8217;s gender eligibility in over-18s football is decided on a case-by-case basis, with transgender women wanting to play in women&#8217;s football required to show their blood testosterone levels are &#8220;within the <\/span><a href=\"https:\/\/www.bbc.co.uk\/sport\/football\/file:\/\/\/C:\/users\/chadds01\/Downloads\/frequently-asked-questions.pdf\" class=\"story-body__external-link\" title=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2.0\">natal female range&#8221;<\/span><span class=\"gs-u-ml- gel-icon\" style=\"height:15px;width:15px;\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2.1\"><svg viewbox=\"0 0 32 32\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2.1.0\"><title data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2.1.0.0\">external-link<\/title><path d=\"M12 0v5h11.5l-5 5H0v22h22V17.5l-2 2V30H2V12h14.5l-7.8 7.7 3.6 3.6L27 8.5V20h5V0H12z\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.$link-2.1.0.1\"\/><\/svg><\/span><\/a><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-13.3\"> for an &#8220;appropriate length of time so as to minimise any potential advantage&#8221; &#8211; which is required to be reconfirmed annually. The Football Association announced in June last year that it would prioritise &#8220;fairness&#8221; in a review of its participation rules.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-14\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-14.0\">Fifa, meanwhile, is taking guidance from legal, scientific and human rights experts as part of a review of its gender eligibility regulations.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-15\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-15.0\">Many sports are wrestling with the balance of inclusion, sporting fairness and safety in women&#8217;s sport at both amateur and elite level &#8211; essentially, whether transgender women can compete in female categories without an unfair advantage retained from male puberty.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-16\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-16.0\">A 2021 <\/span><a href=\"https:\/\/www.bbc.co.uk\/sport\/58732146\" class=\"story-body__internal-link\" title=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-16.$link-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-16.$link-2.0\">review of non-elite UK sport<\/span><\/a><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-16.3\"> concluded that &#8220;transgender inclusion, fairness and safety often cannot co-exist&#8221; and sports should decide their priorities.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-17\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-17.0\">It concluded that &#8220;testosterone suppression is unlikely to guarantee fairness between transgender women and natal females in gender-affected sports&#8221; and there are &#8220;retained differences in strength, stamina and physique between the average woman compared with the average transgender woman or non-binary person registered male at birth&#8221;.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-18\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-18.0\">Former Premier League player Hitzlsperger, who came out as gay after he retired from football in 2013, told BBC Sport &#8220;football is for all and we&#8217;ve got to make sure that everybody who wants to play football is allowed to play football.&#8221;<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-19\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-19.0\">Insisting this is &#8220;not about having a huge advantage&#8221;, the 40-year-old former Aston Villa and West Ham midfielder suggested &#8220;it takes more than just being strong and fast, it takes skill and team effort to play football&#8221;. <\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-20\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-20.0\">Hitzlsperger argued the decision to allow transgender athletes the right to choose where they play in the amateur game should not be considered a danger to women&#8217;s sport. <\/span><\/p>\n<h3 class=\"story-body__crosshead\" data-reactid=\".17a5m5i8dge.0.0.0.1.$crosshead-21\">&#8216;Setting a dangerous precedent&#8217;<\/h3>\n<figure class=\"gs-u-mt0 gs-u-mb-alt+ story-body__media story-body__media--figure qa-story-body-media\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-22\"><span class=\"gs-u-display-block story-body__media\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-22.0\"><span class=\"gs-u-display-block gs-o-responsive-image\" style=\"padding-bottom:56.25%;\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-22.0.0\"><img src=\"https:\/\/ichef.bbci.co.uk\/onesport\/cps\/624\/cpsprodpb\/A3ED\/production\/_129256914_anadilisio.jpg\" sizes=\"(min-width: 1280px) 800px, (min-width: 900px) 624px, (min-width: 600px) 976px, (min-width: 400px) 624px, 400px\" srcset=\"https:\/\/ichef.bbci.co.uk\/onesport\/cps\/400\/cpsprodpb\/A3ED\/production\/_129256914_anadilisio.jpg 400w, https:\/\/ichef.bbci.co.uk\/onesport\/cps\/624\/cpsprodpb\/A3ED\/production\/_129256914_anadilisio.jpg 624w, https:\/\/ichef.bbci.co.uk\/onesport\/cps\/800\/cpsprodpb\/A3ED\/production\/_129256914_anadilisio.jpg 800w, https:\/\/ichef.bbci.co.uk\/onesport\/cps\/976\/cpsprodpb\/A3ED\/production\/_129256914_anadilisio.jpg 976w\" alt=\"Ana di Lisio looks at the camera in front of flats in Berlin\" class=\"qa-srcset-image\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-22.0.0.0\"\/><\/span><\/span><figcaption class=\"gel-brevier gs-u-ph+ gs-u-pv-alt story-body__media__caption story-body__media__caption--image\" data-reactid=\".17a5m5i8dge.0.0.0.1.$image-22.1\">Ana di Lisio, founder of campaign group RadFem Berlin<\/figcaption><\/figure>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-23\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-23.0\">Germany has a track record on gender issues &#8211; becoming, in 2019, the first EU country to allow a third gender on official records. The move allows <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-46727611\" class=\"story-body__internal-link\" title=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-23.$link-2\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-23.$link-2.0\">intersex people<\/span><\/a><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-23.3\"> who do not fit the biological definition of male or female to choose &#8220;diverse&#8221; on documents such as birth certificates and driving licences.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-24\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-24.0\">It&#8217;s not known exactly how many transgender and non-binary people live in Germany but it&#8217;s estimated that less than 1% of the global population is thought to be transgender.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-25\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-25.0\">Women&#8217;s rights campaigners in Germany say the inclusion of even one transgender woman in female sport sets a &#8220;dangerous&#8221; precedent. <\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-26\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-26.0\">Ana di Lisio &#8211; founder of campaign group RadFem Berlin &#8211; told the BBC: &#8220;There is a clear difference between a female body and a male body and of course we are not going to say &#8216;no you cannot feel this way&#8217; or &#8216;you cannot feel that way&#8217; but in reality we are playing with our bodies and not with how we feel.&#8221;<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-27\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-27.0\">Di Lisio argues the DFB policy will discourage &#8220;women working hard to be athletes&#8221; and that &#8220;women and little girls will feel that they never have a chance&#8221;.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-28\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-28.0\">&#8220;I think it is the beginning of the end of the female athlete,&#8221; no-one knew where to put us so now we know that we can decide,&#8221; she says.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-34\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-34.0\">The 38-year-old says generally she gets a positive reaction from her opponents but &#8220;there are always questions in the back of my head like &#8216;how fast am I allowed to run?&#8217; or &#8216;is it OK if I tackle the other player or will they complain?&#8217;.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-35\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-35.0\">&#8220;The first minute is always awkward because then your opponents see you and sometimes you get these funny looks, like &#8216;what are you doing here?&#8217;<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-36\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-36.0\">&#8220;I know that there are critics but I don&#8217;t think I have a physical advantage. I am not the fastest player, I am not the strongest player in my team. I wouldn&#8217;t play football if I didn&#8217;t have this team. I just feel so comfortable, so welcomed, so seen and so appreciated.&#8221;<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-37\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-37.0\">Jerke says when the rule was introduced, she was &#8220;relieved&#8221; but is disappointed it doesn&#8217;t extend into the professional game.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-38\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-38.0\">&#8220;We are a minority,&#8221; she says. &#8220;We&#8217;re talking about one to two people in some teams. I just hope other sports will learn from football\u2026 I hope there will be a future where we don&#8217;t divide people by their gender but I don&#8217;t think this will be in my lifetime.<\/span><\/p>\n<h3 class=\"story-body__crosshead\" data-reactid=\".17a5m5i8dge.0.0.0.1.$crosshead-39\">&#8216;We will see how it develops on safety&#8217;<\/h3>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-40\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-40.0\">When asked about safety, Hitzlsperger told the BBC no issues had been raised so far.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-41\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-41.0\">&#8220;It&#8217;s been positive,&#8221; he said. &#8220;But we have to wait and see how it develops and whether there will be any safety issues, but up until now there hasn&#8217;t.&#8221;<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-42\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-42.0\">Hitzlsperger also confirmed that several other nations &#8211; England, Scotland, Wales, the Netherlands, Denmark and Belgium, as well as European governing body Uefa -have been in touch with the German FA about the policy.<\/span><\/p>\n<p class=\"\" data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-43\"><span data-reactid=\".17a5m5i8dge.0.0.0.1.$paragraph-43.0\">He added: &#8220;It can be an advantage not to be the first one &#8211; you can wait and see how it is going.
